Procurement Vehicles - Canadian Federal Government

Public Works and Government Services Canada have many policies and procedures in place to assist procurement of consulting and training services. See below for different ways that you might use to purchase our training and consulting services.

www.Buyandsell.gc.ca is the Government of Canada's new procurement website for government buyers and industry suppliers. It is the main location to find information about doing business with the Government of Canada. HUMAN is registered as a service supplier under the corporate name Meeting Places Inc.

Within $5,000 - Many government departments do not use PWGSC procurement or contracting services for purchases under $5,000. The quickest and easiest way to buy goods within $5,000, and even services related to goods for that matter, is by using a government acquisition card, which is basically a credit card. Your department determines what may be purchased this way and who may use an acquisition card. HUMAN accepts credit cards for services within $5,000 by sending an invoice for the agreed upon amount via email using PayPal, the world's safest online transaction vehicle. The client is then enabled to click on the link embedded in the invoice, and proceed to order the training or consulting service from HUMAN in a safe and secure manner. Ask your purchasing specialist if this purchasing capability is open to you.

Within $25,000 - lower contract amounts have less procurement complexities involved, for ease of use and flexibility. Although PWGSC does stress that competitive procurement strategies should be applied whenever appropriate or required, there are some instances where sole sourcing is allowed. In the PWGSC Supply Manual under Chapter 3.15 "Non-Competitive Contracting Process", it states that "contracts may be entered into without soliciting bids when.....the estimated expenditure does not exceed.... $25,000". This amount includes applicable taxes such as GST or HST, and your department's procurement policies may have additional requirements. If justification for a sole source is required, examples may include timing, cost of multiple sourcing, HUMAN's broad range of quality management offerings, or unique training offerings such as our "POWER PDCA" improvement project process that is not offered by others.

Over $25,000 - Professional Services Online (PS Online) is an electronic procurement supply arrangement tool that assists federal departments in the procurement (below the NAFTA threshold) of professional services. Under PS Online "Questions and Answers", PWGSC states that effective January 1st, 2010, the new PS Online threshold is $76,600.00 including GST or HST and any amendments to contracts.
